Property Preservation Services

 

 

Occupancy Determination

The primary purpose of this inspection service is to determine whom, if anyone is occupying the property. The full names, contact phone numbers, any rental information (if applicable), agent or property manager information and the number of units will be provided, if it can be determined at the time of inspection. The property condition and any existing or potential conditions that could affect the value of the premises will also be provided.

 

Rush Occupant Identification

This inspection type is the same as the Occupancy Determination Inspection, only on a rush basis. The primary purpose of this inspection service is to determine whom, if anyone is occupying the property. The full names, contact phone numbers, any rental information (if applicable), agent or property manager information and the number of units will be provided, if it can be determined at the time of inspection. This direct contact inspection includes making contact with the occupant to determine if the occupant is a tenant and obtaining tenant contact information. The property condition and any existing or potential conditions that could affect the value of the premises will also be provided. Rush Occupant Identifications are completed in 24-72 hours, depending on the client's requirements.

 

Property Condition Inspection

This inspection service includes a direct visual observation of the property to determine the overall condition and occupancy status of the property.  CITY WIDE PROPERTY MANAGEMENT, INC. will determine if there are any existing or potential conditions that could impact the value of the property.  Property condition inspections can be completed on either a contact or no-contact basis.

 

Weekly & Biweekly Inspections

CITY WIDE PROPERTY MANAGEMENT, INC. can automatically generate a list of loans to be sent out on a weekly or biweekly inspection cycle. This allows the client to stay in compliance with HUD regulations without having to request an inspection every week.

 

 

Foreclosure Inspection

Inspector will determine the overall physical condition of the property and occupancy status of the property. Contact can be made during this inspection. If the property is occupied per the last inspection, this will be part of the HUD mailer program. Observable damages are reported: property secured status - secured or not secured, utility status - active or not active and other maintenance needed sections are important for this type of inspection.

 

Interior Inspection

CITY WIDE PROPERTY MANAGEMENT, INC. will complete an inspection of the exterior and interior of the property.  The inspector will observe damages, utilities and occupancy from the exterior and interior of the house.

 

Broker Price Opinion (BPO) Inspection

This inspection type includes going to the property to determine the value of the house.  These inspections can be with the exterior of the property or the interior and exterior of the property.  They are provided in house with our licensed real estate agents for the State of Illinois and ordered from a licensed real estate agent in the state where the property is located.

 

HUD Conveyance

CITY WIDE PROPERTY MANAGEMENT, INC. will ensure all necessary work required by the regulatory guidelines for the loan type is complete and the property is in conveyance condition. If any work is needed to bring the property into conveyance condition, and can be completed for the loan types published regulatory fee schedule, the work will be completed under this order. If the work cannot be completed for the published fee, an estimate will be provided to bring the property into conveyance condition.

 

Securing

This property preservation service authorizes CITY WIDE PROPERTY MANAGEMENT, INC. to perform all necessary property preservation according to the applicable regulatory guidelines for the loan type or client profile. For loan types with no applicable regulatory guidelines, the HUD guidelines, and fee schedule, will be followed. Services typically include changing entry lock or keyway, locking all windows and doors, winterizing to the applicable specification and maintaining the grounds, through various seasons.

 

CITY WIDE PROPERTY MANAGEMENT, INC. also provides an automatic securing program driven by the first time the property is reported vacant, as well as the client specific profile.

 

Lock Change

CITY WIDE PROPERTY MANAGEMENT, INC. will change the lock(s) at the property to the key code according to the regulatory requirements for the loan type, unless otherwise instructed. For loan types with no applicable regulatory guidelines, the HUD guidelines, and fee schedule, will be followed. No additional property preservation will be completed under this order, unless otherwise specifically requested.

 

Re-secure as Required

CITY WIDE PROPERTY MANAGEMENT, INC. will return and secure an unsecured property that was previously secured. The property will be secured according to the regulatory specifications for the loan type, unless otherwise instructed.

 

 

Board or Screen to Area Specifications

Any broken windows found at the property will be boarded or screened according to the area regulatory requirements for the loan type. When regulatory guidelines are not applicable for the loan type, or unless otherwise instructed, the HUD specifications will be followed. Please note, some area regulations may require boarding and/or screening of all windows, regardless of their condition.

 

Board Broken Windows

Only the broken windows at a property will be secured by boarding, regardless of the area regulatory requirements for the loan type.  This order also authorizes the field representative to board any broken windows at the property without prior approval.

 

Re-glaze Broken Glass

CITY WIDE PROPERTY MANAGEMENT, INC. will replace the glass in the broken windows and doors to secure the property. The applicable published regulatory fee schedule for the loan type will be followed. If no regulatory guidelines exist for the loan type, there is no published fee in the guidelines for the local area or the work cannot be completed for the applicable regulatory published fee, an estimate will be provided to complete the re-glazing. If boarding and re-glazing of the broken windows are ordered on the same property, which windows are to be boarded and which are to be re-glazed will need to be specified.

 

Debris Removal

We remove interior, exterior or hazardous debris at the property as authorized by client request or the regulatory specifications for the loan type. For loan types with no applicable regulatory specifications, the HUD specifications, and HUD reimbursable fee schedule, will be followed. If the debris, for any loan type, cannot be removed for the published reimbursable fee, an estimate will be provided.

 

Lawn Maintenance/Snow Removal

CITY WIDE PROPERTY MANAGEMENT, INC. will perform the necessary lawn maintenance/snow removal to maintain the property's appearance, prevent further degradation to the grounds and relieve the property of any existing or potential violation of local ordinance. As with any property preservation order, the HUD specifications, and the HUD pricing schedule, will be followed for all loans with no applicable regulatory guidelines, unless otherwise instructed. The standard completion objective is no greater than 10 business days, the national completion average being 5 days or less.

 

Lawn cutting includes mowing the lawn, weeding, edge trimming, sweeping of all paved areas (sidewalks, driveways, patios, etc.) and removal of all lawn clippings, related cuttings and incidental debris.  The disposal of all clippings and incidental debris is removed in compliance with jurisdictional requirements.

 

Snow Removal includes removing snow from all walkways, driveways, and stairs and applying calcium chloride or sand to the same areas.

 

CITY WIDE PROPERTY MANAGEMENT, INC. also provides an automatic grounds maintenance program, where we will maintain the grounds at the property according to the applicable regulatory guidelines for the loan type. CITY WIDE PROPERTY MANAGEMENT, INC. will continue maintaining the grounds at the property until instructed to remove the property from the program or maintenance is no longer required, as specified by the regulatory specifications for the loan type and/or client profile.

 

Winterizations

CITY WIDE PROPERTY MANAGEMENT, INC. will winterize the plumbing at the property, to prevent freeze damage, according to the regulatory requirements for the loan type. If there are no applicable regulatory guidelines for the loan type, the HUD specifications, and the HUD pricing schedule, will be followed. If the work cannot be completed for the applicable published price, an estimate will be provided to complete the winterization.

 

Emergency Maintenance

CITY WIDE PROPERTY MANAGEMENT, INC. will perform the necessary maintenance to maintain the property's appearance, prevent further degradation to the grounds and relieve the property of any existing or potential violation of local ordinance. As with any property preservation order, the HUD specifications, and the HUD pricing schedule, will be followed for all loans with no applicable regulatory guidelines, unless otherwise instructed.

 

Auction Sign Placement

CITY WIDE PROPERTY MANAGEMENT, INC. provides an auction sign placement service, where we place auction signs in the yards of properties scheduled to be auctioned.  Once the signs are placed, property checks are conducted prior to the auction to ensure the signs are still intact.  Once the property has been auctioned, the sign is removed.

 

Maid Services

CITY WIDE PROPERTY MANAGEMENT, INC. provides maid services to bring the property to a marketable condition. The services included are the vacuuming of all carpets, mop all non-carpeted floors, scrub all bowls and basins, and wipe down all counter tops, cabinets and appliances. This can be a one-time order or re-occurring depending upon the client’s request.

 

24/7 Call Center

CITY WIDE PROPERTY MANAGEMENT, INC. has a 24 hour a day,7 days a week call center that can handle emergency and non-emergency calls from tenants that occupy REO properties. CITY WIDE PROPERTY MANAGEMENT, INC. will work with the Client to determine which services should be considered emergencies and handled immediately.

 

Repair and Rehabilitations

In addition to standard repairs as agreed upon in client contracts, CITY WIDE PROPERTY MANAGEMENT, INC. offers full-spectrum rehabilitation of properties. CITY WIDE PROPERTY MANAGEMENT, INC. strives to ensure that market-competitive materials and improvements are reflected in all aspects of the work and will coordinate and cooperate with the local listing agent. In the cases of higher-values properties where the property warrants upgraded materials or special work to bring it to its full market value, CITY WIDE PROPERTY MANAGEMENT, INC. will provide a cost-effective scope that enhances marketability in the given price range.

 

Smoke Detector & Water Heater Strap Installations

CITY WIDE PROPERTY MANAGEMENT, INC. provides smoke detector and water heater straps installation per local code requirements.

 

 

Evictions

CITY WIDE PROPERTY MANAGEMENT, INC. provides eviction/lock out services. CITY WIDE PROPERTY MANAGEMENT, INC. will work with the local authorities on the removal of all trash and personal property of the occupant. Eviction guidelines vary by state, county and city jurisdictions and CITY WIDE PROPERTY MANAGEMENT, INC. will follow the specific instructions provided with each lockout request. As with any property preservation order, the HUD specifications and the HUD pricing schedule will be followed for all loans with no applicable regulatory guidelines, unless otherwise instructed.

 

Pool Maintenance

CITY WIDE PROPERTY MANAGEMENT, INC. provides pool services that include initial start-up of the pool and its operating systems, which may include draining, acid washing, and refilling the pool, adding any necessary chemicals to ensure the proper pH balance and examination/recommendation of repairs or replacement of the pump, motor and filter. Ongoing pool maintenance services can be provided on a weekly basis to ensure that the pool is maintained in an appealing manner to enhance marketability of the Property. Pools will be secured via locked gate or other means to discourage unauthorized persons from entering the pool area. Pool securing via a HUD specification pool cover is available as requested by the Client or listing agent.

 

Cash for Keys

CITY WIDE PROPERTY MANAGEMENT, INC. can work with Listing agents and clients on the cash for keys exchange. Once the Client has received the signed agreement from the occupant(s), the client will notify CITY WIDE PROPERTY MANAGEMENT, INC. of the scheduled cash for keys appointment. CITY WIDE PROPERTY MANAGEMENT, INC. will inspect the property based upon Clients specifications and instructions and if the property meets Clients specifications, CITY WIDE PROPERTY MANAGEMENT, INC. will complete the cash for keys exchange with the occupant(s). If the property does NOT meet cash for keys specifications, CITY WIDE PROPERTY MANAGEMENT, INC. will reschedule the cash for keys exchange up to two (2) times within 24-48 hours from the original cash for keys date.

 

Pre-order Prepare to Convey

CITY WIDE PROPERTY MANAGEMENT, INC. offers clients the ability to pre-order the conveyance of a property for a specific day. CITY WIDE PROPERTY MANAGEMENT, INC. will complete the conveyance cleaning on the day specified by the client. In the event the conveyance work cannot be completed for the allowable, an estimate will be provided to complete the required work to convey the property to HUD.

 

Rush Service

CITY WIDE PROPERTY MANAGEMENT, INC. offers rush timeframes on all inspection and property preservation work requests. Inspection requests will be completed within 72 hours of the client request. Property Preservation requests will be prioritized as requested.

 

HUD Mailer Program

This free program sends a mailer to the property along with the inspection request. The program allows the client to obtain reimbursement from HUD on the inspection request if the mailer is not returned within 5 days.

 

Police Report

Upon request, CITY WIDE PROPERTY MANAGEMENT, INC. will contact the appropriate law enforcement officials to obtain the official documentation for cases of theft, vandalism or any other event at the property warranting a fire or police report.

 

Environmental Remediation

CITY WIDE PROPERTY MANAGEMENT, INC. provides support with the research, identification and resolution of biohazards including: black mold infestations, chemical or oil spills, meth labs, deceased habitants, Chinese drywall remediation, asbestos issues, lead paint contamination and other miscellaneous biohazard issues.

 

Allow Access

We will allow access for an individual(s) to a property secured with a HUD master key or the key code specified by the regulatory specification for the loan type. For properties not previously secured, a lock change will be required or the keys to the property will need to be provided. We will allow the individual(s) access to the property for the length of time requested, and then ensure the windows and doors are locked prior to departing the premises.
